Osaka Global Finance One-Stop Support Center is a one-stop service for foreign financial companies and foreign investors wishing to set up operations in Osaka, providing professional advice on financial licences and other matters.
One-stop service for professional enquiries on financial licences, etc. and consultation on business and daily life in Osaka (English/Japanese/free of charge).

Administrative procedure in English for incorporation

English-language application procedures have started in Osaka for incorporation and various types of insurance for financial foreign companies, etc., only.

Incorporation related procedures (Jurisdiction of Ministry of Justice)

From February 26, 2025 on, the supporting tool for preparing documents including application forms will be available for incorporation registration and attestation of the articles of incorporation!!

We support English speaking applicants by utilizing the supporting tool for application documents creation (hereinafter referred to as “the supporting tool”), which enables preparation of application forms for incorporation and attached documents for the articles of incorporation, for simplified types of incorporation, through English entry and selection of information.

2. Types of companies for which English procedure is available by using the supporting tool

The supporting tool is available for preparing registration application forms and other documents if all of the following conditions are satisfied:
1) The registration is for the establishment of a corporation or a limited liability company located within the city of Osaka.
2) The establishment of a corporation described in 1) above is for the case where incorporators subscribe for all shares issued upon incorporation, there are 3 or fewer incorporators all of whom are natural persons and the corporation is not being established as a public company.
3) The person representing the company himself makes an application in writing.

4. Others

  • The procedures need prior consultation with Osaka Global Finance One-Stop Support Center, etc.
  • Data for the supporting tool shall be provided by the consultant(s) or relevant personnel of the Center only when the company is established under the conditions described in 2 above.
Procedural flow in English
  1. Prior consultation with Osaka Global Finance One-Stop Support Center (hereinafter referred to as “the Center”)
  2. Establishment of a corporation
(1) Notify the Center that you wish to proceed
* only if the procedure is to be conducted in English

(2) The consultant(s) or relevant personnel of the Center provides you with the supporting tool upon explaining the overview of the procedure.

(3) The applicant prepares application forms and other documents using the supporting tool.

Items not translated by the tool

  • The names/addresses (including the name of the building and in cases where the company is located overseas) of directors at incorporation, on the articles of incorporation
  • Phonetic guides of the name of the person who is to be the beneficial owner
  • The trade name (phonetic guides) of the applicant for registration, the names/addresses (including the name of the building and in cases where the company is located overseas) of directors at incorporation, on the registration application form
  • The names/addresses (including the name of the building and in cases where the company is located overseas) of directors at incorporation, on the written consent to assume office/seal notification form/application form for the issuance of seal registration certificate
  • The names of the directors at incorporation, on the written document that certifies payment
  • * Japanese translation of the English written certifications issued by foreign authorities and relevant documents

    The title of the document, the contents certified by the document (the certification date, the name/address of the applicant, etc.), the issuer of the document

(4) Attestation of the Articles of Incorporation (Venues for presential examination:Notary public offices in Umeda, Hiranomachi, Honmachi, Edobori, Namba and Ueroku)

* Attestation of the Articles of Incorporation can be obtained upon presential examination by the notary, through translation support provided by the consultant(s) of the Center.

(5) The applicant submits registration application documents to the Legal Affairs Bureau (submitted directly to the counter or by post)

* Application documents created by the applicant shall be checked by the licentiate (s) at the Center.

(6) In cases the documents need any corrections:
Support provided by the Center
* When the application documents for registration need any corrections, the staff of the registry office notifies the consultant. Then the consultant notifies the applicant about the corrections. When the applicant finds difficulty in making the corrections by themselves, the Center provides translation and other related supports so the applicant can communicate with the registry office staff smoothly, either via web meeting or in person, upon agreement of the both parties.

3. Location of Application

Osaka Global Finance One-Stop Support Center, etc.
  • If the Center is unable to handle the application, the location designated by Osaka Prefecture or Osaka City will be available.
  • At the above locations, the application forms will be accepted by the staff in charge of each government office.
  • Osaka Prefecture and Osaka City will make an appointment with the government office in charge. (Appointments are not required from the applicant.)

4. Others

  • Prior consultation with the “Osaka Global Finance One-Stop Support Center” etc. is required for this procedure.
  • The English application form will not be accepted if the applicant brings it in person to any of the insurance-related offices.
Procedural flow in English
  1. Prior consultation with Osaka Global Finance One-Stop Support Center (hereinafter referred to as “the Center”)
  2. Establishment of a corporation
  3. If various insurance procedures are required, the process will be as follows.
(1) Notify the Center that you wish to proceed
* only if the procedure is to be conducted in English

(2) The Center will introduce you to web portals that provide procedural forms.
* The above forms are posted on web portals.

(3) Preparation of application forms and accompanying materials at the incorporated company (hereinafter referred to as the “Company”)

(4) After the application form is completed, the company and the Center will discuss the details of the application.
* Confirmation by the Center using a list of checkitems
* Confirmation of the translated parts of the form in advance from the Center to the company concerned.
(If possible, the translation should be completed in advance and agreed upon with the company.)

(5) Appointments are made by the Center to the contact person in charge of each procedure.

(6) The company and the contact person gather at the center on the date and time indicated in (5).
* The contact person fills in the Japanese form based on the content translated in (4). The translations will be formally confirmed and checked against the corresponding table. After completion of filling in the Japanese-language form, the application is accepted.
* If any confirmation items arise, a memo will be handed over in person. If confirmation work is required after acceptance, we will respond according to the company’s request.

(7) Screening completed (“copy” to be issued*)
* Since a notification of decision is not normally issued, a “copy” is scheduled to be issued. Basically, the screening will be conducted using the Japanese-language form.
